Berbagai model pengukuran kinerja daerah yang dilakukan berbagai insitusi telah memberikan manfaat yang beragam, namun tampaknya belum dapat menjawab pertanyaan mengenai keberhasilan pencapaian tujuan penyelenggaraan otonomi daerah secara komprehensif.
