ഒന്നാം ലോകമഹായുദ്ധക്കാലത്ത്, 1914-നും 1917-നും ഇടയിൽ ഇന്ത്യൻ ദേശീയ വിപ്ലവകാരികൾ ബ്രിട്ടീഷുകാർക്കെതിരെ തുടർച്ചയായി നടത്തിയ പാൻ-ഇന്ത്യൻ വിപ്ലവശ്രമങ്ങളാണ് ഹിന്ദു-ജർമൻ ഗൂഢാലോചന എന്ന പേരിൽ അറിയപ്പെടുന്നത്. മഹത്തായ യുദ്ധത്തിന് തൊട്ടുമുമ്പുള്ള ദശകത്തിൽ അമേരിക്കൻ ഐക്യനാടുകൾ, ഗദ്ദർ പാർട്ടി, ജർമ്മനി, ഇൻഡ്യൻ ഇൻഡിപെൻഡന്റ് കമ്മിറ്റി എന്നിവയിൽ രൂപീകരിക്കപ്പെട്ടതായിരുന്നു.[1][2][3] ജർമൻ ഫോറിൻ ഓഫീസ്, സാൻഫ്രാൻസിസ്കോയിലെ ജർമൻ കോൺസുലേറ്റി, ഒട്ടോമൻ തുർക്കി, ഐറിഷ് റിപ്പബ്ലിക്കൻ മൂവ്മെന്റ് തുടങ്ങിയ ചില പിന്തുണയോടെ യുദ്ധത്തിന്റെ ആദ്യഘട്ടത്തിൽ ഗൂഢാലോചന നടത്തുകയും ചെയ്തു. പഞ്ചാബ് മുതൽ സിംഗപ്പൂർ വരെ ബ്രിട്ടീഷ് ഇന്ത്യൻ സൈന്യത്തിൽ പാൻ- ഇന്ത്യക്കെതിരായ അരാജകത്വവും ഉയർത്തിക്കൊണ്ടുവരാൻ ഏറ്റവും പ്രധാന്യമുള്ള പദ്ധതി ആസൂത്രണം ചെയ്യുകയുണ്ടായി.1915 ഫെബ്രുവരിയിൽ ഇന്ത്യൻ ഉപഭൂഖണ്ഡത്തിൽ ബ്രിട്ടീഷ് ഭരണത്തെ അട്ടിമറിക്കാൻ ലക്ഷ്യമിട്ടാണ് ഈ ഗൂഢാലോചന നടക്കുന്നത്. ബ്രിട്ടീഷ് രഹസ്യാന്വേഷകർ ഗദ്ദർ പാർട്ടിയിൽ നുഴഞ്ഞുകയറി, പ്രധാന വ്യക്തികളെ അറസ്റ്റുചെയ്തിരുന്നതിനാൽ ഫെബ്രുവരിയിൽ കലാപമുണ്ടായില്ല. ലഹളക്കാർ ഇന്ത്യയിലുള്ള ചെറിയ യൂണിറ്റുകളും കാവൽ പട്ടാളക്കാരുടേ ഭവനങ്ങളും തകർത്തു.
