തെക്കേ ഇന്ത്യയിലെ തീരദേശ സംസ്ഥാനമായ ഗോവയുടെ സർക്കാർത്തലവനാണ് ഗോവ മുഖ്യമന്ത്രി. ഇന്ത്യൻ ഭരണഘടനയനുസരിച്ച് സംസ്ഥാനത്തലത്തിൽ ഡി ജൂറി തലവൻ ഗവർണ്ണർ ആണെങ്കിൽ ഡി ഫാക്ടോ ഭരണകർത്താവ് മുഖ്യമന്ത്രിയാണ്. ഗോവ നിയമസഭാ തെരഞ്ഞെടുപ്പിൽ ഏറ്റവും കൂടുതൽ സീറ്റ് കിട്ടുന്ന കക്ഷിയുടെ/മുന്നണിയുടെ നിയമസഭാകക്ഷിനേതാവിനെയാണ് മന്ത്രിസഭയുണ്ടാക്കാൻ സംസ്ഥാന ഗവർണ്ണർ ക്ഷണിക്കുന്നത്. മുഖ്യമന്ത്രിയെ നിയമിക്കുന്നത് ഗവർണ്ണറാണ്. മുഖ്യമന്ത്രി തലവനായ മന്ത്രിസഭയിലെ അംഗങ്ങൾക്കെല്ലാം ഭരണം സുഗമമാക്കുന്നതിൽ കൂട്ടുത്തരവാദിത്വമാണുള്ളത്. ഭൂരിപക്ഷ പിന്തുണയോടെ അധികാരത്തിലേറി കഴിഞ്ഞാൽ മുഖ്യമന്ത്രിയുടെ ഭരണകാലാവധി സാധാരണ 5 വർഷമാണ്; ഒരാൾക്ക് എത്ര തവണ മുഖ്യമന്ത്രിയാകണമെന്നതിനു പരിധിയൊന്നുമില്ല.[1]

1961-ൽ ഇന്ത്യ ഗോവയെ കീഴടക്കിയതിനുശേഷം, മുൻകാല പോർച്ചുഗീസ് കോളനി പ്രദേശങ്ങളെല്ലാം ഗോവ, ദാമൻ & ദിയു കേന്ദ്രഭരണപ്രദേശത്തിന്റെ ഭാഗമായി. 1987-ൽ ഗോവ പൂർണ്ണ സംസ്ഥാനപദവി നേടുകയും ദാമൻ & ദിയു മറ്റൊരു കേന്ദ്രഭരണപ്രദേശമാവുകയും ചെയ്തു. 1963-നു ശേഷം, ഗോവ, ദാമൻ & ദിയു കേന്ദ്രഭരണത്തിന്റെയും ഗോവ സംസ്ഥാനത്തിന്റെയും മുഖ്യമന്ത്രിമാരായി 11 പേർ അധികാരത്തിലെത്തി. മഹാരാഷ്ട്രവാദി ഗോമാന്തക് പാർട്ടിയുടെ ദയാനന്ദ് ബന്ദോക്കർ ആദ്യമുഖ്യമന്ത്രിയും ശേഷം, അദ്ദേഹത്തിന്റെ മകളായ ശശികല കകോദ്കരും മുഖ്യമന്ത്രിയായി (ഗോവയിലെ ഒരെയൊരു വനിതാമുഖ്യമന്ത്രിയുമാണ്). നാലു കാലഘട്ടങ്ങളിലായി, 15 വർഷം പദവിയിലിരുന്ന ഇന്ത്യൻ നാഷണൽ കോൺഗ്രസിന്റെ പ്രതാപ്‌സിങ് റാണെ ആണ് ഏറ്റവും കൂടുതൽ കാലം മുഖ്യമന്ത്രിയായത്. ഇദ്ദേഹത്തിന്റെ ഭരണകാലത്താണ് ഗോവയ്ക്ക് സംസ്ഥാന പദവി ലഭിച്ചത്.

2019 മാർച്ച് 17-ൽ അന്തരിച്ച മനോഹർ പരീഖർ-നു ശേഷം ഇപ്പോഴത്തെ മുഖ്യമന്ത്രി പ്രമോദ് സാവന്ത് ആണ്.
