I saw you undid my revert of spam at this article. I saw your reasoning for this revert, and respectfully disagree with it for reason that go beyond the limited context of that article. If you look at that new user's history, all she did was add links to this article in various articles. This is WP:REFSPAM, and cannot be tolerated even if that link is a publication from a non-profit. The fact that her username ressembles the first name and initial of the author of that article is even more egregious. Still, it might be the case that in this article, the source added by the new user truly drove the point home at "Technology helps agriculture" better than any other source in that section. It would thus be ideal for that new source to be used to support only the thesis statement of the section, without delving into its arguments or examples in the rest of the section.
