Thanks for your quick response and the source. Well, first I overlooked that it was a quote. Brackets are seldom used in Wikipedia - and are especially not used when the content is not secondary as it is the case (the difference between perhaps "on purpose" and more likely "accidental" is important). Also, the word "under-loved" seem to be a strange remark to be made by an analyst. Moreover, how can brackets be used in a quote? I mean, brackets are used in writings, not in interviews. As for the Georgians in Turkey. I've already explained that the Turkish government does not recognize Georgians as an ethnic minority and there're no census data available on them. Let’s return to the Turkish-Georgian story. The stats included in the Demographics of Turkey article come from the 1965 census, I guess. More than four decades have passed since then. Although assimilation is a powerful factor, Turkey has become more democratic nation and its people are proud to acknowledge their diversity in spite of some state-encouraged efforts to obscure their origins. I have met several Turkish citizens of Georgian extraction who no longer speak their mother tongue but identify themselves as Georgians. Their Turkish and Georgian identities are not conflicting, but complementary. They are loyal citizens of the Turkish state, but respect their ancestry. The Georgian society of Turkey consists of two large communities: the Georgians who are indigenous to NW Turkey and the muhajirs (Chveneburi) who had fled the Russian persecution to the Ottoman possessions. The estimates of their number vary to a high degree, ranging between 150,000 to 1 million. Thanks for refference. Should be mentioned however, that Voronin himself never aknowledged that he wanted initially to sign Kozak memorandum. While possible true, this information is coming only from opponents of Voronin. Presence of Russian troups was the main problem of Kozak plan, I think. Russia was involved in 1992 war, it can not be considered a neutral part. European Union is more neutral. Russia made a commitment to withdraw its troups, but it didn't follow the commitment. Transnistrian authorities also have a reputation of not following their commitments. Democratic life for citizens of Transnistria is not possible until Russian troups are still there. The settlement should bring democracy for the people of the region, not to legitimize a regime which is responsible for human right abuses and economic disaster of the region. First, the website says its a blog and I don't understand why you question that. Second, abkhazia.com, and abkhazeti.ru are the NGO websites, not personal blogs. Third, your assertion that resistance.georgia is an expert blog is also not valid. I understand that she has impressed you, but she has always been considered as a political activist close to the Georgian Republican Party (which has recently lost one voter in the person of myself) rather than an expert in any particular field. If you're interested in I can recommend you some Georgian experts and scholars who are considered to be more or less neutral. Regarding your second question, I don't really known any free Georgian-English translation tool, but I'll to try to search for it through Georgian engines. Articles by leading Georgian political scientists are regularly published on the websites such as OpenDemocracy, and CIPPD. Detailed Unblock Reasons

1. The blocking admin said that I was edit waring but I was not edit waring at 2007 Georgian demonstrations, I made 1 revert that I didn't self revert in a 24 hour period.[2] The other editor made five.[3] All other edits I made were additions to the article that I were on the heels of an RFC that I had initiated which I had believed reached a consensus.
2. The other editor that was also blocked, user:Kober, received a warning first from the blocking admin that his editing behaviour was wrong before being blocked. I never received any such warning or any indication that my editing behaviour was wrong despite being in communcation with the blocking admin over this issue. In fact, if you read the blocking admins response in the link I provided, he says "Thanks for the report, by the way. It shows that you truly care about helping to build a better encyclopedia."
3. My last edit to the article in question was a self-revert.[4] This is not the actions of a revert warrior.
4. If unblocked, I promise to stay away from that article or any related articles for the remainder of the 24 hour period. There are plenty of unrelated articles which I can and plan to contribute during that period. Thanks in advance Pocopocopocopoco (talk) 16:50, 29 December 2007 (UTC)[reply]

International Law

To answer your questions. There are two types of International recognition.

1- International recognition under International law.

A country has this when it signs international legal treaties and international agreements with other countries. Transnistria has many examples of this and is absolutely recognised as an independent state under international law. It even signs at inter-presidential level which is the ultimate recognition under International law. This is known as 'international legal personality'.

THis International recognition is the main international recognition. See below for the secondary and less meaningful type,

2 Full and Partial Diplomatic Relations

Full diplomatic relations-

When a country is established it attains International Legal Personality, it will then normally invite other countries to formalise international diplomatic status, this is not international recognition but more of a recognising and approval of it.

The Falkland Islands are a perfect example.

Very few countries in that part of the world recognise Britian's claim and control, and many openly support Argentina's territorial claim on the Island. At one point, the UN countries were divided 50/50 on its status. Therefore the Islands were partly recognised as being part of Argentina and also Partly recognised as part of UK....thus the word 'International recogition' was non concrete The only international recognition that mattered was that of who controled the territory under international law. This could only be the de-facto administration - The British.

To sort out the confusion it was determined that under International Law the over-riding consideration is that the de-facto legal status holds precedent over de-jure claims, however strongly supported.

So Falklands Islands are Internationally recognised as being part of UK, however dozens of countires believe the Islands lie within the Territorial Integrity of Argentina. But on wiki we should never state the FI are part of Argentina. Likewise it is not correct to say PMR is part of Moldova.

In Transnistria's case , countries are obliged not to form such diplomatic station while negotiatons are ongoing, yet under international law, the right to self determination is clearly set out, so there is strictly speaking nothing stopping anyone, but common practice is to hold off while disputes unravel themselves. Partial diplomatic Recogition.

This is when countries engage as equal status states and enter international agreements and discussion, Transnistria already has this with most countries.

I have restored the two articles that you asked DGG to restore. In my opinion, UN Security Resolutions on the Nagorno-Karabakh War does not need to be userfied .. I think it is quite reasonable to have it as a list. That is just my opinion; maybe others disagree. I wont object to it being deleted after you have finished, or userfied if that is what you want. If you do want to userfy it, view the page, click the move button, and specify "User:Pocopocopocopoco/UN Security Resolutions on the Nagorno-Karabakh War" as the new name of the article. I realise why you wanted it, and I consider it reasonable that you can see the full history, unless there are serious issues that would prevent them from being undeleted. Note that there is no need to ask arbcom to undelete; you just need to find an admin who has time to figure out what you are talking about. I've undeleted the history to each of those resolutions[6], so the only Ehud contribution that is still deleted is a single change to this article Wikipedia:Articles for deletion/Menachem Nissel. The article was created by Jeremy12201986 on 23:52, 4 July 2007. The change Ehud made was on "18:35, 22 July 2007", and it consisted of significantly expanding the stub, adding roughly 1100 bytes, but the added text was about a book "Rigshei Lev" written by the person, so Ehud's added text was removed by DLand on 14:17, 9 August 2007. I would rather not undelete that page, even to userfy it, but if you think it is necessary, I will.

Regarding your edits to Maddox

The sources are indeed poor, but the information contained within the article is factual and otherwise follows accordance with Wikipedia's policies. Instead of deleting all the information, try finding verifiable sources, or at least adding a [citation needed] tag to allow other editors to do so. Therefore, I hope you don't mind me reverting back to the original article, removing all the unverifiable sources, and try to replace them with sources that meet Wikipedia's guidelines. Thanks! This has happened to me before. You didn't spam anything, the filer hates a link that already is there. Thank you for that - there's a difference, though, between a block and a ban. A block is a technical measure where an admin removes the ability of an editor to edit for a period of time, or indefinitely. A ban is a community decision that an editor may not contribute to all or a part of the encyclopaedia. I will certainly be happy to have a look at the dispute and assist as much as possible in bringing it to a resolution, but please do keep in mind that admins are no more empowered than any other editor to decide who is "right" in a content dispute. Poco, I'm afraid you're mistaken. I have spoken with Seraphimblade, and although I agree that this was not sufficient nor clear enough, he has clarified that it was indeed the warning/notice that the case applies to those areas. He has also said that when he warned you and Gulmammad, that he put both of you on the ArbCom case list at that time, as well. You can contact him if you are unclear on the matter, but you are definitely listed here, there is no dispute about that. Regardless, even though both of you were unaware of it, please be aware of it now. As far as I'm concerned, the editing restrictions start today, so please read them carefully so that you don't violate them. If you believe that you shouldn't have been put on the list, you can make an appeal of this sanction here. But for now both you and Gulmammad are on editing restrictions. I have examined both of your edits, and both of you have been edit warring against one of another. Hi. You nominated several articles for deletion recently, which were associated with the Khojaly Massacre article. I don't think that you should have done this. For one thing, there's a conflict going on between you and a couple of other people over the use of the word 'massacre' versus 'genocide'. South Ossetian geography

Hi there, I don't suppose you might know where one can get a high resolution map, or list of villages, etc, in South Ossetia? Stubs at the very least need to be created, and I did have a list but had virus which wiped out heap of files on my other PC, and I can't for the life of me remember where I found it. --Russavia ^Dialogue Stalk me 18:37, 10 September 2008 (UTC)[reply]

I have a 1987 list of the inhabited localities of South Ossetian Autonomous Oblast. If it's going to be of any use to you, I'll gladly share it (it's only about a dozen sparsely populated pages, so I guess I can re-type them fairly quickly). Note, however, that the list includes only the names in Russian. Wars are fought between nations. Noone says "the second world war was fought between the armies of the Axis and the armies of the Allies" or "it was fought between the army of Germany and the army of Russia". Therefore the correct links point to the countries(regions) in question, not their armies. Re:

Most of those articles were copies of existing articles about villages in the Ordubad Rayon of Azerbaijan, except they had their (alternative?) Armenian names in the headings. I retrieved the current names and directed them under proper headings, as much as it was possible. Morever, the articles constisted of two or three biased statements, were lacking sources, were mass-created by a recently activated account, and were POV, as they listed clearly Azerbaijani villages under 'Cities, towns and villages of Armenia.' NAC

Hi, thanks for your message. I am familiar with WP:NAC (having done over 70 closures), and whilst it is based on WP:DPR, is still an essay, and whilst it is one that I certainly take heed of and adhere to to some extent I do not take it as the word of God. WP:SNOW is based on the future, and the inevitability of a certain closure pre-empting the need for further discussion. By that point there were four solid keeps with good rationales, and a fifth which suggested snowball keep, which I agreed with. WP:NAC suggests over six votes and over one day's listing. I would have voted keep for what it was worth as well, so that makes six, and it was one day and one hour old. The statistics are irrelevant to me - it was clear that the consensus would have been to keep the article. There was no reason why I shouldn't just help in clearing up potential backlogs by closing it early. Any other questions, don't hesitate to contact me. The page you point to refers to Wikipedia:Naming conventions (geographic names), which says:

When a widely accepted English name, in a modern context, exists for a place, we should use it. This will often be identical in form to the local name (as with Paris or Berlin), but in many cases it will differ (Germany rather than Deutschland, Rome rather than Roma, Hanover rather than Hannover, Meissen rather than Meißen). If a native name is more often used in English sources than a corresponding English name, then use the native name. An example is Livorno, which is now known more widely under its native name than under the English name "Leghorn".

If no name can be shown to be widely accepted in English, use the local name.

If you think that a widely accepted English name exists for any of the places that I have created articles for under the local name, please feel free to move them as appropriate. Most of those places are either historical and not much is used but the Latin form even in English, or rather small where no version is widely accepted in English different than the local name. A quick google sanity check will often show that the local name is more widely used than the older English one (if such there be), as exemplified by Leghorn/Livorno and Gdansk/Danzig... Thank you! I think the whole ISDP article is going to get sued in the European Court of Human Rights. Their writing against the European Convention on Human Rights. Usually slimeball writers get away, but on occasion they get Irvinged, named in honor of David Irving, the Holocaust Denier who went to jail. This will probably be a civil case, where the ISDP writers make a "donation" to the kids of Leningrad. I tend to be generally right about this kind of stuff. And I want to add that we're getting more serious at RFA about taking a hard look at people who seem to be dropping by and asking questions that really have nothing to do with the RFA at hand, but represent a kind of forum shopping. He was banned for a year, and is likely to be banned again if he continues his present disruptive editing tactics which include retaliation, intimidation, and fanning the flames of nationalistic disputes. And please review the South Ossetia Talkpage. Now we have 200 kilometers of Russian Tanks, and did you know that according to Svoboda News, after all it's a Russian source so it must be credible, Georgia is still in control of South Ossetia?! You really learn new stuff, it's amazing. Oh and there's a vote going on. Also, there was a recent "debate" about whether Abkhaz People and Ossetians should be called Abkhaz People and Ossetians, rather then Separatists, and of course in order to be considered a casualty, being merely killed's not enough, you have to be tortured too. Request for help concerning energy...

Hi,

I noticed you listed yourself as a participant of the Energy WikiProject.

There are 2 new outlines in this area that attempt to consolidate Wikipedia's coverage of their respective subjects, gathering and organizing the articles about them into one place and including descriptions for convenience. The purposes of these outlines are to make it easier for readers to survey or review a whole subject, and to choose from Wikipedia's many articles about it.

The new energy outlines are:

• Outline of solar energy
• Outline of wind energy

Please take a look at them, and....

if you spot missing topics, add them in.

if you can, improve the descriptions.

add missing descriptions.

show parent-offspring relationships (with indents).

fix errors.

For more information about the format and functions of outlines, see Wikipedia:Outlines.

Building outlines of existing material (such as Wikipedia) is called "reverse outlining". Reverse outlines are useful as a revision tool, for identifying gaps in coverage and for spotting poor structuring.

Revising a work with multiple articles (such as Wikipedia) is a little different than revising a paper. But the general principles are the same...

As you develop these outlines, you may notice things about the articles they organize. Like what topics are not adequately covered, better ways to structure and present the material, awkward titles, articles that need splitting, article sections lacking {{Main}} links, etc.

March Madness 2017

G'day all, please be advised that throughout March 2017 the Military history Wikiproject is running its March Madness drive. This is a backlog drive that is focused on several key areas:

• tagging and assessing articles that fall within the project's scope
• updating the project's currently listed A-class articles to ensure their ongoing compliance with the listed criteria
• creating articles that are listed as "requested" on the project's various task force pages or other lists of missing articles.

As with past Milhist drives, there are points awarded for working on articles in the targeted areas, with barnstars being awarded at the end for different levels of achievement.

The drive is open to all Wikipedians, not just members of the Military history project, although only work on articles that fall (broadly) within the military history scope will be considered eligible. More information can be found here for those that are interested, and members can sign up as participants at that page also.

The drive starts at 00:01 UTC on 1 March and runs until 23:59 UTC on 31 March 2017, so please sign up now.

"Military history" is one of the most important subjects when speak of sum of all human knowledge. To support contributors interested in the area over various language Wikipedias, we intend to form a user group.
