1959年1月24日,成立由邓性领导的空军局,下辖航空基地研究委员会和民航局。北越空军第一支建制航空兵部队是1959年5月1日组建的第919运输机團(Trung đoàn Không quân Vận tải 919),使用安-2, 里-2, 伊尔-14运输机。9月30日组建了第910训练团(Trung đoàn Không quân 910),装备雅克-18教练机。[3] 1959年9月30日成立了空军训练学校。此时,空军局有650人,飞机26架。
1963年10月22日,空军与防空军合并为防空空军(Quân chủng Phòng không - Không quân)。司令员冯世才少将,政委邓性中将,有飞机83架:44架运输机,12架直升机,27架教练机,编为第919运输机团,第910教练机团(扩编为航空学校)。另有11个高炮团另2个高炮营,合计72个高炮连:27个100高炮连,6个90高炮连,7个88高炮连,5个85高炮连,26个57高炮连,1个37高炮连。3个雷达团,辖16个雷达连,组成了北越的防空情报网。
1964年2月3月在中国蒙自机场组建越南空军第921飞行团(Trung đoàn Không quân Tiêm kích 921),称为“红星”部队。有空勤30余人,地勤60余人,32架米格-17战斗机,4架米格-15UTI双座教练机。陶庭练中校任团长,杜龙少校任政委。中国空46团团长曹双明任越南飞行团的专家组长,带领8名中国空军优秀战斗机飞行员当教员。
1967年8月12日,河内上空F4被SA-2地空导弹击落。第923战斗机团第一大队的飞行员:Luy Huy Chao (击落6架), Le Hai (击落7架), Mai Duc Tai (击落2架), Hoang Van Ky (击落5架,于1967年6月5日牺牲)与他们的米格-17。这些飞行员在1967年6月2日击落一架F-4,次日击落一架F-105
