ประชาธิปไตยสังคมนิยม[1] (อังกฤษ: Social democracy) เป็นอุดมการณ์ทางการเมือง ทางสังคม และทางเศรษฐกิจ ที่สนับสนุนการแทรกแซงของรัฐทางเศรษฐกิจและสังคม เพื่อความยุติธรรมทางสังคมภายในระบบเศรษฐกิจแบบทุนนิยม ตลอดจนนโยบายการปกครองอันผูกมัดกับระบอบประชาธิปไตยแบบมีผู้แทน การกระจายรายได้ และการควบคุมเศรษฐกิจเพื่อประโยชน์ส่วนรวมและที่เป็นไปตามเงื่อนไขของรัฐสวัสดิการ[2][3][4] ดังนั้น จึงเป็นระบอบที่มุ่งสร้างเงื่อนไขให้กับระบอบทุนนิยมเพื่อนำไปสู่ผลลัพธ์ที่เป็นประชาธิปไตย ที่เท่าเทียมกัน และที่เป็นปึกแผ่นมากกว่า โดยบ่อยครั้งสัมพันธ์กับนโยบายทางสังคมเศรษฐกิจที่กลายเป็นเรื่องสำคัญในประเทศยุโรปตะวันตกและยุโรปเหนือ โดยเฉพาะรูปแบบที่มีในกลุ่มประเทศนอร์ดิก (คือ เดนมาร์ก ฟินแลนด์ ไอซ์แลนด์ นอร์เวย์ และสวีเดน) ในช่วงครึ่งหลังคริสต์ทศวรรษที่ 20[5][6]

ระบบนี้มาจากอุดมการณ์ทางการเมืองที่สนับสนุนการปฏิรูปแบบสันติ เพื่อเปลี่ยนจากระบบทุนนิยมเป็นสังคมนิยมผ่านกระบวนการทางเมืองที่มีอยู่แล้ว เทียบกับการเปลี่ยนแปลงแบบปฏิวัติของลัทธิมากซ์ดั้งเดิม[7] ในยุโรปตะวันตกช่วงหลังสงครามโลกครั้งที่ 2 พรรคประชาธิปไตยสังคมนิยมได้ปฏิเสธรูปแบบทางการเมืองและเศรษฐกิจของลัทธิสตาลินที่ตอนนั้นปฏิบัติอยู่ในสหภาพโซเวียต โดยใช้ทางเลือกเพื่อดำเนินสู่สังคมนิยมอีกแบบหนึ่ง หรือใช้ระบบอะลุ้มอล่วยระหว่างทุนนิยมและสังคมนิยม[8]

ในช่วงเวลานี้ นักประชาธิปไตยสังคมนิยมได้นำเศรษฐกิจแบบผสมมาใช้ อิงอาศัยทรัพย์สินส่วนบุคคลที่มีมากกว่า บวกกับสาธารณูปโภคที่จำเป็นและบริการสาธารณะซึ่งเป็นหน่วยงานของรัฐที่มีน้อยกว่า ดังนั้น ระบอบนี้จึงสัมพันธ์กับเศรษฐศาสตร์สำนักเคนส์ การแทรกแซงของรัฐ และรัฐสวัสดิการ โดยได้ละทิ้งเป้าหมายสังคมนิยมดั้งเดิมที่จะแทนที่ระบบทุนนิยม (รวมทั้งตลาดการผลิต ทรัพย์สินส่วนบุคคล และแรงงานแลกกับค่าจ้าง)[5] ด้วยระบบเศรษฐกิจแบบสังคมนิยมที่ต่างกัน[9][10][11]

ประชาธิปไตยสังคมนิยมในปัจจุบันมีลักษณะเฉพาะคือ การผูกมัดกับนโยบายที่เล็งระงับความไม่เท่าเทียมกัน ระงับการกดขี่กลุ่มคนที่ไร้อภิสิทธิ์ และระงับความยากจน[12] รวมทั้งการสนับสนุนบริการสาธารณะที่เข้าถึงได้ทั่วกัน เช่น การดูแลผู้สูงอายุ การดูแลเด็ก การศึกษา การดูแลสุขภาพ และค่าสินไหมทดแทนแก่ผู้ใช้แรงงาน[13] ขบวนการประชาธิปไตยสังคมนิยมยังมีความสัมพันธ์ที่แข็งแรงกับขบวนการแรงงานและสหภาพแรงงาน สนับสนุนสิทธิการร่วมเจรจาต่อรองสำหรับแรงงาน ตลอดจนนโยบายที่ขยายการตัดสินใจแบบประชาธิปไตยนอกเหนือจากเรื่องการเมืองเข้าไปในประเด็นทางเศรษฐกิจ ในรูปแบบสิทธิเพื่อการเลือกผู้แทนในคณะกรรมการของบริษัท (co-determination) สำหรับทั้งลูกจ้างและผู้ได้ผลประโยชน์ทางเศรษฐกิจอื่น ๆ[14]

ขบวนการ "ทางที่สาม" (Third Way) ซึ่งหวังเชื่อมเศรษฐกิจฝ่ายขวาเข้ากับนโยบายสวัสดิการแบบประชาธิปไตยสังคมนิยม เป็นอุดมการณ์ที่พัฒนาขึ้นต่อมาในคริสต์ทศวรรษ 1990 และบางครั้งนำมาใช้โดยพรรคการเมืองประชาธิปไตยสังคมนิยม แต่ก็มีนักวิเคราะห์ที่จัดทางที่สามว่า เท่ากับขบวนการเสรีนิยมใหม่[15]
