グレアム・アリソン

グレアム・アリソン（Graham T. Allison、1940年3月23日 - ）は、アメリカ合衆国の政治学者[1]。ハーバード大学ケネディ行政大学院の初代院長。現在は同大学ベルファー科学・国際問題研究センター（英語版）所長。ダグラス・ディロン記念講座教授も務める。第一期クリントン政権の政策担当国防次官補として、対ロシア（旧ソビエト）政策を担当した。専門は、対外政策論、核戦略論。

経歴

ノースカロライナ州生まれ。ハーバード大学卒業後、オックスフォード大学で修士号、ハーヴァード大学で博士号取得。1972年から現職。クリントン政権期に国防総省スタッフとして、ウクライナ、ベラルーシ、カザフスタンの核兵器廃棄政策にも携わった。

「合理的アクター・モデル」・「組織過程（組織行動）モデル」・「政府内（官僚）政治モデル」の3つのモデルでキューバ危機を分析した『決定の本質』は対外政策決定論の必読文献として有名であり、大きな反響を呼んだ。

「トゥキュディデスの罠」の用語を提唱した人物である[2]:iii。これは、古代ギリシアの歴史家・軍人トゥキュディデスが、ペロポネソス戦争の要因を、新興のアテネが台頭し、その上で覇権国スパルタがアテネの台頭に恐怖したためだと分析したことに、インスピレーションを得たものである[2][3]:48。アリソンは自身の研究で、過去の歴史上、既存の大国と台頭する新興国との覇権を巡る衝突の事例のうち、大半が最終的に戦争に至っていると判定しており[3]:64-65、実際にその衝突においては戦争が起きやすくなると述べ、この現象を「トゥキュディデスの罠」と名付けた[3]:48。そして、2017年の自身の著書 Destined for War においては、これを現代の米中関係に当てはめ、数十年以内の米中戦争は不可避でこそないものの、可能性が非常に高いと主張した[3]:9。
