I gathered that it was a Union organization from the fact that it was associated with the Grand Army of the Republic. If an application needed GAR approval and the organization attended GAR events, I think it's safe to say it was restricted to Union war nurses. If you'd rather not do that, you could flag the article for expert attention or maybe ask a contributor at the Civil War task force page.
