The problem with doing what you suggest is that for many players, this becomes original research, since coverage of this issue would be sparse. Thus, to remain consistent, we go by place of birth. I agree, in theory, that their self-identified nationality would be the ideal approach, but nationalism being the stupid monster that it is, there will be people "claiming" players as their own (e.g. Nabokov between Kazakhstan and Russia). By using something objective, like the political entity into which the player was born, we avoid this.
