Since the festival only has coverage in the township of West Branch, Michigan, it certainly does not (yet) merit an independent article. But as that township is the one place where it does have coverage, I've added a sourced paragraph to the West Branch article to specifically deal with that town's film festival.[1] See West Branch, Michigan#Film Festival.
