The United States Congress is the bicamerallegislature of the federal government of the United States consisting of two houses: the lower house known as the House of Representatives and the upper house known as the Senate. The House and Senate are equal partners in the legislative process—legislation cannot be enacted without the consent of both chambers.
Once a bill is approved by one house, it is sent to the other which may pass, reject, or amend it. For the bill to become law, both houses must agree to identical versions of the bill. After passage by both houses, a bill is enrolled and sent to the president for signature or veto. This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. The commission shall examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies. The commission shall identify (1) the role of the federal and state governments in supporting the institution of slavery, (2) forms of discrimination in the public and private sectors against freed slaves and their descendants, and (3) lingering negative effects of slavery on living African Americans and society.
