CPUSA mendapat sumbangan besar dari Uni Soviet dan menyesuaikan sikap publiknya dengan sikap Soviet.[7] CPUSA juga memiliki agen rahasia untuk membantu agen Soviet melakukan aktivitas mata-mata di Amerika Serikat dan memanfaatkan sejumlah organisasi kedok untuk mengubah opini masyarakat.[8]
