When an editor takes an image to WP:NFCR it means they are wanting a discussion. This is usually because something may not be 100% clear, and they are looking for outside opinions. Going through and making the changes unilaterally without the discussion happening is usually not helpful. Its even worse when you make changes and your changes are just as bad as the original state or in this case even worse. You took a file that was marked as non-free and changed it to free in both the US and the source country. In reality the discussion was whether the image was free in the US. Foreign copyright laws, with respect to the threshold of originality, are usually much stricter. I would recommend that you not make edits based on discussions started at that page until you have a better understanding of the applicable licenses and how to use them.
