I am interested in oploading images of other African leaders, and I have a couple of questions. To frame my questions, consider Specioza Kazibwe. Although she was not president or leader of any huge movement, she is playing an important role in politics in Uganda, and I feel like it would be nice to have a picture of her on the article. The best photo's I've found are from the BBC ([1] and [2]). My question is, is there any basic level of notariety that someone must hold before they get an image on WP, or is the load of such a move insignificant enough any topic for which a good (read: legal) photo may be found should have one? Secondly, about fair use, would the reasoning that you gave in the Museveni photo apply for this type of photo? Third, do I need to contact press agencies about using photos?
