I'm quite confident that this use of this portion of the image constitutes a fair use, as it is for educational purposes, being provided at no charge, is a small portion of the work in question (just enough to convey the information as to what, exactly, Jo Guest looks like), and can not possibly diminish the commercial value of the work, as this cover is freely available on multiple websites where the sale of this issue is advertised. There is no requirement that the image be for purposes of criticism or commentary on the magazine itself - this would also be a good fair use rationale, but this is quite firmly in the fair use camp as is.
