As the footnote accompanying the symbol on the key explains, ⟨ɰ̃⟩ represents a nasalized high vowel that is semivocalic, which is the realization of the syllable-final nasal /N/ found before a vowel, semivowel or fricative. Nasal vowels are not phonemic in English, but occur allophonically before nasal consonants, so the correct letter to emphasize is "i", not "n". Japanese already has [n], which unlike [ɰ̃] can appear in syllable-initial positions and is also the realization of /N/ before alveolar occlusives, and so the key lists it separately from [ɰ̃]. It doesn't make sense for the key to have two sounds exemplified by English /n/. The referenced article, which yes references The Irrationality of Alcoholics Anonymous says the opposite, and I can not find a reliable peer reviewed article making this claim, but have found peer reviewed articles refuting the claim, such as this one which, again, states the opposite.
