In either of these cases, the block would be appropriate. However, the explanation advanced by you is not entirely implausible either, and it is potentially verifiable. I recommend that you post, below, links to discussions you (as Seleucidis) had with Russavia on other projects. This would alllow us to evaluate how likely it is that you are, as you contend, not just an account created for the purpose of interfering with the disputes in which Russavia is involved.
