How could Cleveland hope to make "reconciliation with the union" a top priority, after he had used federal marshals and the U.S. Army to totally destroy that union? The American Railway Union no longer existed after the Pullman Strike was crushed, and its leaders were sent to jail! If you're the President of the United States, does it make any sense at all to "reconcile" with someone you've just sent to prison? It seems much more likely that Cleveland would have been rewarding Samuel Gompers, head of the American Federation of Labor -- a federation of craft unions -- for helping to destroy a radical industrial union that had just launched a troublesome strike, and which was not affiliated with the AFL. That's not reconciliation, that's paying back a conservative organization for standing against a radical organization.
