Like some other Middle Eastern countries, the UAE has a national firewall. Some of these countries as a result funnel thousands of users through just a few IPs. With language like that I would include a cite or two, showing that there only a handful of players shows that it is numerically and objectively rare, not that it's "considered" rare. Additionally, why the .330 cutoff (I had the same issue with the old .325 line also)? .300 seems like the natural cutoff, even though that leaves a big group of players.
