Recent question on banking at Reference Desk...

I strongly agree that many contributors have over-complicated the issue. Regrettably you may have done so yourself by mentioning all these extra balance-sheet elements! I'd also note that there have certainly been cases where inter-bank lending other than short-term deposit placing/taking has been relatively common. The obvious examples include cases where "money centre" banks have taken long-dated deposits from regional institutions (such as in some states of the USA with highly restrictive banking laws subsequent to the 1929 crash, and the regional banking network in Japan between the Second World War and the mid-1980s); from time to time from 1984 onwards the issuance of long-dated FRCDs by leading UK banks; the more-or-less continual issuance of long-dated eurobonds by American (and other) banks from the 1970s to the present day, a substantial fraction of which were routinely bought by trust banks from Japan and their equivalents in other Asian economies; the inter-bank provision of revolving underwriting facilities to each other more or less continuously from the 1960s to the 1990s; and the issuance of perpetual floating rate preferred debt by banks following the acceptance of such debt as primary capital, which was sold to other banks for several years in the 1980s as if it were a perpetually revolving money market debt! Government of Lithuania

Hello B.Lameira. Thank you for your comment, I added the name for the section. However, I feel that you are not fully appreciating that "government" can mean different things in different contexts and different countries. It can mean the total system of governing a country (i.e., including all the branches of the government), or it can refer to what is called "council of ministers" (or "administration") in other countries. In Lithuanian context, "government" means the cabinet of ministers. For example, go to the webpage of the government ([1]). Also, take care to actually read the wiki page you link to. As such, equating Government and Executive, as you did with your edit, is not acceptable: Government is part of the executive branch, but it is only one part (head of state, President, being the other one). Your compromise does not address at all the issue I raised. Hello Bejnar, thank you for the effort. I don't understand why the former article was deleted, but I appreciate your effort in creating a new one. Funny thing is, however, that the article is now about a different Vytautas Astrauskas (Lithuanian soviet-era politician, as opposed to the member of the first post-independence Seimas). Ah, so the former article was about Vytautas Astrauskas (1927-2004) the pathologist and rheumatologist who also served in the Seimas from 1992 to 1996. I suspect that the deleters were unaware that the Seimas is the Lithuaian parliment. I agree that both men are appropriate for articles in the Wikipedia, but I do propose the soviet era politician as the primary topic. Not a lot has been written about the physician; although I see that he had an article in the soviet era encyclopedia prior to independence as well as one in the new encyclopedia. Maybe all that needs to be said in the lead of his article, in addition to his prominance as a physician, is "Astrauskas was elected in 1992 and served a four year term in the Seimas, the parliament of independent Lithuania.<ref>Juodokas, A., ed. (1995). The Seimas of the Republic of Lithuania 1992-1996: directory. Vilnius: Danielius for the Seimas. ISBN 978-9986-442-08-0. I have no problem with the soviet-era politician as the primary topic - I only created the other one as primary since there was no article under the name. Hello I have had my page deleted and am wondering why as i have provided some references. Also if need be to prove more substantiality I have physical evidences of players existence such as newspaper prints, being registered in the official CBF (brazilian football federation) website. Moreover, i have seen and have access to his transfer papers which are from FIFA (the official world footballing governing body) Please reinstate this page and i can add in more links which i have found.

I am sorry, but I do not see it that way - you were incorrect in putting that content back. By reverting that edit, you put 3 paragraphs of duplicate content back in the article, whereas the difference between what was there and what was removed were, if I see correctly, 6 words. No, that's not accurate. You should not jump in on another editor right after they revert something. You should go to the talk page and find out why first. In my post, I just said, I was in the middle of fixing it. Those are stock templates from Huggle, and then as I saw the issue, I switched to a browser to help fix the article up. The content was not exactly duplicated, there were subtle differences. It is fixed now. Duplicate content is removed, and I made some slight improvements to the grammar. I would not have reverted if it said "I'm in the middle of fixing it" in the edit summary. I realize the limitations of stock edit summaries in Huggle, but they are still meant to convey what it is you're doing and your edit summary failed to do that. Unfortunately that wasn't an option with Huggle. Thanks...I'm glad I could help. I think it's an important article, but it does need some grammar cleanup. Just as a matter of courtesy for the future, I think it's better not revert another experienced editor's edit so quickly after they make it, unless it's clear vandalism. Perhaps give it a few minutes...look at their their track record, and go to their talk page to ask what their thinking was with the revert. That's how you prevent edit wars. Baltic states

WP:BRD Prove Your point in talk, before You make any changes! Baltic states were occupied. Articles about someone born in France 1940 don't use Deutsches Reich as birthplace. Take a minute and read this: Occupation of the Baltic states. Especially this part: "The Baltic states, the United States and its courts of law, the European Parliament, the European Court of Human Rights and the United Nations Human Rights Council have all stated that these three countries were invaded, occupied and illegally incorporated into the Soviet Union under provisions of the 1939 Molotov–Ribbentrop Pact, first by the Soviet Union, then by Nazi Germany from 1941 to 1944, and again by the Soviet Union from 1944 to 1991. This policy of non-recognition has given rise to the principle of legal continuity, which holds that de jure, or as a matter of law, the Baltic states had remained independent states under illegal occupation throughout the period from 1940 to 1991." Jesus, you missed my point completely. I'm not arguing one way or another and I don't need to be introduced to the whole argument on the legal continuity of Baltic States. All I said was that this is a discussion that should take place in a large forum, with as many editors involved as possible (I suggest Talk:Lithuania), consensus should be established and then a consistent approach should be used in all relevant BIO articles, not used piecemeal on a few selected articles, as it is now. Hi there. With this edit, I used Google Translate to check the source cited. It didn't seem correct. One of the numbers added to the article, "616", was only found in a section of the source which translated to "Q86_TO_Q88 Human health and social work". Hello, the numbers in the article are actually rounded to the nearest unit which I didn't think was a problem. The numbers in question are actually 793,3 and 615,9 in the source table for gross and net respectively. I will change the source to the English version for easier verification. February 16, 2018

Sveiki! So I realized that there is just a bit more than a year left to the 100th anniversary of the Act of Independence of Lithuania. It would be nice to mark the occasion by having a Lithuania-related article in the spotlight as Wikipedia:Today's featured article. I am thinking the topic could be Lithuania, History of Lithuania, Republic of Lithuania (1918–1940) (does not exist), or Antanas Smetona. @Renata3: I love the idea, and Antanas Smetona or Council of Lithuania would be my two preferred articles. However, I've never done any work with FAs or even GAs, so I'm not sure what it would take to get either of those article up to the required standard. Well, it takes writing a comprehensive article, citing references profusely, and going thru numerous copyedits since English is not our native language. And then putting up with some nit-picky reviews :) It is a long process. I would vote for Smetona as it needs more attention (as it currently stands). I might even splurge and buy Eidintas' new bio of Smetona in English... but my time is going to be unpredictable for the next couple of months as my work is extra hectic this year. So you in? As I'm sure your aware, you were right on the money about my grudge against Sabbatino. As should be evident to anyone with half a brain, he has proven himself to be rigid, tyrannical, vicious, thoroughly immature, and anything else I have forgotten. (I hope he is young.) @Kostaki mou: Hi. Yes, Sabbatino has on occasion been rigid and maybe impolite, but he did actually engage in a discussion and accept a different point of view (I understand that our experiences may differ). As such, I don't think my experience with Sabbatino has been nearly bad enough to warrant administrative action. Which I don't think would likely be coming anyway, since I have not seen admins take action against otherwise valuable contributors just for being impolite (although I have seen admins lose their status for that). He has also sometimes been the only person to enter a discussion at all on some articles, which I would hate to see gone. No longer a penguin (talk) 09:00, 11 September 2017 (UTC)[reply]

Non-citizen (Latvia)

Hello. Regarding my edit of the non-citizen article. A law of one country may in real life be overruled by a law of another country, especially when the two countries in general do not cooperate on friendly terms. This article (Citizenship_of_Russia#Compatriots_act_of_1999) describes past possibilities of a Latvian non-citizen to obtain Russian citizenship without any risk of Latvian authorities being notified. ^Talk/♥фĩłдωəß♥\^Work 08:25, 11 September 2017 (UTC)[reply]

@Philaweb: Hi, I understand your argument. It's technically entirely possible that some of those "non-citizens" are actually citizens of another country that are claiming "non-citizen" status based on a false premise. However, making such a distinction is WP:OR, unless there are reliable sources that discuss and give due weight to the "non-citizens" that are actually citizens. If there are such sources (and they are of good quality), then this distinction should be elaborated upon in the non-citizen article and then the Latvia article should be changed accordingly. Hello, No longer a penguin. Voting in the 2017 Arbitration Committee elections is now open until 23.59 on Sunday, 10 December. All users who registered an account before Saturday, 28 October 2017, made at least 150 mainspace edits before Wednesday, 1 November 2017 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
