Users with alternate accounts may only vote once. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. Protests unlike wars do not have formal declaration and ends after active protests are no longer ongoing and no more sources reports ongoing protests linked to the even.
