Sanction notice

In a 2007 arbitration case, administrators were given the power to impose discretionary sanctions on any user working on articles concerning the Balkans. Before any such sanctions are imposed, editors are to be put on notice of the decision. It is clear that you are the same user as I Pakapshem (talk · contribs), who has been indefinitely topic banned per this. You have willfully violated this topic ban, and hence I have blocked you 1 month for that topic ban.
