Additionally, they are trying to get both this account and their sockmaster account unblocked at the same time; see UTRS appeal #64539. Finally, they are banned, not just blocked. And as per your suggestion I read Wikipedia block policies again and also in my language so I can understand better and now I understand copyright policy very well and sockpuppet policy

Your best hope is to shut down your two open unblock requests, go six months with zero edits, then apply under WP:SO. You'll need to follow the procedure outlined at WP:UNBAN. You'll also need to demonstrate massively more competence (see WP:CIR) and a clear understanding of our policies. You'll further have to demonstrate a willingness to operate in good faith, despite your repeated demonstrations you haven't the slightest intention of doing so.
