While it is decently written, Kong just doesn't seem to be notable. There is no WP:SIGCOV for this person. [1] is the only possible SIGCOV here, assuming that it isn't a primary source.

My understanding from your comment is that the subject’s lack of SIGCOV references is the reason for its disqualification, discounting interviews. If these references can be presented; the subject’s history, contributions and achievements in his field of work as presented would meet your requirement?
