For the subject above, I’d suggest you build up on the Mtwara District and other similar districts articles instead moving articles. Or you can create those that don’t exist yet (Zanzibar ones). Mtwara District on its own is a legit district separate from Mtwara-Mikindani District, which I created because it didn’t have an article. Also I'm also curious on how each of the current 'councils' (i.e.: district or city or municipal) were created from a former council (i.e.: district) since the nation's inception or debut of independence.
