In the original wording, it was clear that Dogali was a battle between Italy and Ethiopia and the latter won. I don't see the problem you see in this sentence:
It is clear that Dogali wasn't an invasion of Ethiopia, since the 1895 invasion is described as the first. Do you think that Italian expansion in Eritrea was not intended at the expense of Ethiopia even before Dogali? The Battle of Dogali was a strategic attack of the Ethiopians in an area occupied by Italy, so that battle was not really wanted by Italy (which the word "designs" suggest). The invasion on the other hand was part of a design to annex Ethiopia. Italica was founded by Scipio at the end of the third century B.C. and became a municipium under Julius Caesar. Hadrian made him a colonia, and under him it became one of the largest cities of Spain. Before him it was little more than a village. This is referenced in the source which I added (Syme, 1964). I could find nowhere that Italica was settled by Italics, but if you have a source please add this information and go ahead, otherwise it is OR. Ammianus often does not use technical terms for things, including offices, so it is entirely possible that he refers to an eastern empire and a western empire, or the same for emperors, or the “parts” of the empire, etc. But that does not mean that there was a formally constituted Eastern Roman Empire (with capital letters), that we then have to treat as a separate state.
