I have changed

[[Portal:Nigeria|Portal]]: [[Portal:Rivers State|Rivers State]]

to

{{portal-inline|Nigeria|size=tiny}}

for two reasons

1. Per WP:EGG, the link text does not match the link target
2. Per WP:EXISTING, there is no Rivers State portal, at the moment. if/when one is created, this can be easily remedied.
