I ran them through Google's translation tool and then stripped the Japanese source back out of it. Then I ran it through a Mathematica parser to make the plots. I did try an SVG version, but Mathematica's exporter made a hash of it; PNG seems ok tho. One thing I think might be interesting to do next is to look for more radiation monitors in outlying regions. I wandered around at the link you posted and ended up at [1], which seems quite useful but only has Kanagawa.
