You listed contrib pages for the IPs you found, but you didn't show specific diffs for what they were doing wrong or otherwise show that those edits were net-balance-negative. How is anyone else supposed to jump in and help when you haven't given even one example of a specific problem? As far as a range-block goes, that's where you have to do the hard work of going through that CIDR-range review, so that you can show what collateral damage may or may not occur if all those 65,000 addresses are blocked. It looks to me like you've found something, but I still can't tell how bad it is, or what exactly you are saying is a problem. Can you add some detail at the AN thread?
