Your recruiting pool is probably just a couple thousand people. You could ask at Wikipedia:Request a query if you want a closer estimate, but just start with this back-of-the-envelope calculation: about 100K accounts have made a total of 500 edits ("only" 500, some editors will say), probably 60% of them are outside the US, and probably more than 90% of them are completely inactive (haven't edited for many months/years).
