As you recently commented in the straw poll regarding the ongoing usage and trial of Pending changes, this is to notify you that there is an interim straw poll with regard to keeping the tool switched on or switching it off while improvements are worked on and due for release on November 9, 2010. Yet the CC-by-SA copyright tag you have applied states that: "You are free:, to share – to copy, distribute and transmit the work, to remix – to adapt the work" This is in direct contradiction of Groundspeak's own terms. This makes it ABUNDANTLY clear that the file is not cc-by-sa or ANY OTHER free license. Therefore the image in non-free and not suitable for Commons. The request is not very specific, but it does link to the UN exhibit, http://www.unesco-ci.org/photos/showphoto.php/photo/4690/title/the-original-flags-of-the-west-indies-federation/cat/920 which seems to have a slightly lighter blue, and a much redder orange. In other words, it looks more like what the original was, before your color change, but even redder than that. Any objection?
