They are not formally recognized templates, so they do not seem to render a result when Previewed. By what method can either one produce a result? Which produces a correct result? I continue to want any article using results of the template to have documentation within the article, so readers understand the source of the UTC, and any editor with a little experience can see how to add the information. That is currently how the Sol value is added for new Ingenuity flights--the template is easy to fill in. I would support implementation in mainspace of the template that converts both the Sol and Marstime to an Earth date and UTC that, like Sol, would be easily readable and directly visible in the article: {{User:Schrauber5/testMars2020time|Sol=<variable>|Mars_time=<variable>}} With an appropriate explanation to the wiki community, which I'm willing to contribute to, I think this template could now be accepted. If for some reason the template is not accepted or used in the article, I plan to add a Note that will explain where the UTC information comes from, because, presently, neither readers nor editors can find it in existing sources.
