Even if your argument about "Shtip" being the better spelling should gain consensus, the only correct way of carrying it out is to use the "move" button, which, in this case, can only be done by an admin. (Note that in my understanding the ‹š› etc transliteration is also the one conforming to Wikipedia norms, per WP:CYR, so I've also requested a move of Trebishte back to Trebište.)
