The simple answer is thats its complex and the more accurate answer is that its a mess. <rant>99.9999% of all the images on the internet are owned by someone (who is more than willing to let you use them, but you need to get proof that they feel that way (tricky)). Yes the pic of the WW2 soldiers facing away from the camera and looking entirely uninteresting belongs to the the heirs of the person who took it - but can you find her heirs?. The law doesn't get fixed because there are lots of people making money from this. Getty images will sell you a pic of the Mona Lisa and many risk averse companies are willing to pay money for images that its obvious are not owned by the seller. (Museums/glaaeries don't help as they like to get money selling postcards of old paintings to visitors rather than their true purpose which is to share the common wealth that has been given/deposited with them.</rant> Meanwhile ... my top tips for getting round this. Any wiki stuff I write below "likethis" means the template called likethis and the quote marks indicate double curly brackets. I am talking here about 2D ie flat art. 3D art is different.

Don't be scared. Wikipedia is important, but not that important. As far as I know only one wiki editor has been threatened with court action and he released 3,000! hi-res images belonging (they said) to the National Portrait Gallery. The foundation (and I) offered to help with his legal fees. The NPG backed down and regretted every making the accusation as every one of the pictures was out of UK copyright and their claim was, at best, dubious. Image conglomerators make a section of their money selling rights (they don't own) to scared people. Wikimedia publishes images with a free to use license for anyone to use. If we do make a mistake then we say sorry, take it down and move on.... but I hope we don't take things down cos we are merely threatened. That would make image sellers into gangste... Thomas A. ParhamHi Less, A couple quick things. First, many thanks for your review of Thomas A. Parham and the link cleanup. Second, I just wanted to bring to your attention that the reason for so many primary links is because I linked to each of the items listed in the Honors and Awards section. If you check again you'll see that of the 16 links to the "President's Bio," 12 are just that list. So on a quick look, it just appears there are more primary sources than there are. Also, if you'll review WP:PRIMARYCARE a bio on a university website would be an acceptable primary source. So would you mind taking another look, especially since you tagged it? Thanks again. Best. The rules for BLPPROD are unique. So there can be no tag placed if there are any sources - even if they're poor ones like a dictionary reference. Once the tag is properly placed it can then only be removed if there is a reliable source placed. Does that make sense?
