Getting tougher with those questions :) Anyrate, you tall tell the difference by the evidence A good faith user is going to have a history of good edits and would show compliance (for the most part) with the rules. A troll wouldn't. They'd show multiple instances of violating the rules even after being advised of that rule. If there's not a lot of evidence, then look at the edit, is it the first one ? is the user fairly new ? Does the edit itself meet the definition of vandalism ?
OK...
1. Pages should be semi-protected when there is edit warring (and no talking it out ) on talk pages by unregistered or un-confirmed accounts.
2. Pages should be fully protected in cases where there is edit warring by confirmed users (even if non-confirmed users are not involved ). It can also be used in the case of a dispute where the parties involved (when they're confirmed and or registered) aren't speaking to each other. This would prevent them from changing anything on the article and force them to at least propose the changed on the talk page, if not get them to achieve consensus.
3. Yes I am interested in rollback rights as I do patrol for vandalism quite a bit.
Rollback can be used to revert obvious vandalism, edits by banned users (banned not blocked ), I can also revert edits on my own page with it. "....We are all Kosh...."<-Babylon-5->22:20, 12 September 2012 (UTC)

I've removed a portion of your comment at WP:AN [2]. I left the WHOIS result, as that is so easily found that it doesn't make much sense to remove it, but I have removed your tying that IP to a specific job. WP:OUTING is complicated, fuzzy, and sometimes in contradiction to WP:COI, and this isn't a 100% clearcut case, but we really need to err on the side of not outing anyone. if you disagree, please discuss rather than revert; questions of outing supersede the usual BRD cycle. --Floquenbeam (talk) 17:04, 5 October 2012 (UTC)
Kosh, you seriously need to stop charging around like you own Wikipedia and you can just tell everyone what's what. A broad spectrum of other users have pointed put the various ways you have misinterpreted policy yet you just keep charging about like you know everything. Believe it or not these criticisms are intended to help you to understand where you are going wrong and to encourage you to put more thought into your actions. please, slow down. Before you make an edit that you think is backed by a particular policy, carefully re-read the section of the policy that you believe supports your edit and make sure this is the case. Generally it is considered extremely poor form to remove a user's own comments from their own talk page. Malleus already asked Blofeld to stop posting, and yet he persisted. Personally I have already gone on record with my position that in a scenario like this it is appropriate and sometimes even necessary to use language we may not use in the normal course of editing. There is certainly not a consensus that such a remark may be summarily removed by a third party, especially using any sort of "anti-vandal tool" as this suggests that Malleus was vandalizing, which is clearly not the case. Beeblebrox, I'm hardly charging around. I edit at about 2 edits per minute :) Anyrate, I actually hear you. You're stating that if a user continues to post on your talk page after you've asked them not to, that's it's ok to be a bit rude in a message to them. I get that it's your interpretation. Bear in mind the actual policy civil doesn't actually allow for that.
Yes, it would be nice to be able to bend policy here and there, but at this point, it doesn't exist, therefore I can only enforce what's there. So, in this case, I'm enforcing the civility policy.
Regarding the anti-vandal tool, that's how I found the edit to begin with, it looks for a list of "bad words" and points them out to me. It's up to me to click the undo button (and of course I take responsibility for any use of that button).
Belive it or not, I do actually check edits first if there's any doubt, and I will usually leave that edit as-is if I have any doubt that it needs to be there (and I have ).

Your interpretation of the civility policy seems to be that any "bad word" edit, even on a user's own talk page, must be censored by self appointed civility enforcers like yourself. What about the incivility of posting to a user's talk page after you have been asked nicely to stop? Why didn't you remove that as well since it was abundantly clear that Malleus had already asked them to stop? Your interpretation of of the civility policy seems overly simplistic, and there is pretty much no reason, ever, to remove a user's own remarks from their talk page without their consent unless there is a privacy issue or something that is actually a problem, not just a " bad word." This is not a kindergarten, users are in fact allowed to use such language. I don't know how old you are but Malleus is an adult. I think his mother stopped telling him how to speak a long time ago. You're right. I belive in "K.I.S.S" as a rule, so yes, I view policy in the simplest possible terms. To answer your question, if someone's posting on your page after you've asked them to stop, then you get an admin, use dispute resolution, as these are recommended by policy. Policy does now allow for swearing at them (and yes, I screw this up myself - but I make no excuses about it, nor would I allow it to remain on my page )
And for the record, I'm an adult as well.
Like I said, I understand what you're saying, and I even agree with it, but currently policy doesn't support it. Why not propose that the civility policy be updated to match your view ? I defy you to show me any policy that explicitly justifies removing a users own comment from their own talk page because it contained "swearing". And, once again you seemed to have missed the point of a page you cite. WP:KISS is a guide for writing policy, not a guide on how to read and understand it. Recent software changes
The latest version of MediaWiki (1.23wmf13) was added to test wikis and MediaWiki.org on February 6. It will be added to non-Wikipedia wikis on February 11, and all Wikipedia wikis on February 13 (calendar).
The Vector search box was changed to fix old display and accessibility issues; for example, you can now use full-text search even if you have disabled JavaScript. Please report any problems you see. The option to disable the "simplified search bar" on Vector will also be removed. [4][5][6][7][8]
You are now notified when someone adds a link to your user page on wikis where it didn't work before (wikis with dates in the year-month-day order, including Hungarian, Japanese, Korean and some variants of Chinese). [9]
VisualEditor news
You can now set media items' alt text and position, and directly set their size, in the media tool. [10][11]
The gallery tool was improved and several issues were fixed. [12][13][14]
Problems
On February 3, all wikis were broken for about an hour due to a traffic balancing issue. [15]
On February 6, some wikis were broken for about half an hour in total due to a problem with the Math extension.
Future software changes
Some methods from Scribunto's mw.message library will be removed after February 18. If you use them in your templates or modules, please check to make sure that things will not break. [16][17]
You will soon be able to use GettingStarted on 23 new Wikipedias. It helps new users by listing possible tasks and giving help. The new version was also added to the English Wikipedia on February 7th. [18]
You will soon see results from other wikis when you use the new search tool (CirrusSearch). [19][20]
The WikiLove tool was redesigned and should also load faster. [21]

Problems
On February 9, Wikimedia Labs was broken for about 2 hours due to an XFS file system problem. [37]
On February 11, there were problems with VisualEditor for about 20 minutes due to a server logging issue. [38]
On the same day, for about 20 minutes there were issues with page loading due to database problems.
There were issues with page loading between 21:00 UTC on February 13 and 11:00 UTC on February 14 for users in Europe. It was due to a cache server problem.
On February 14, all sites were broken for about 15 minutes for users in Southeast Asia, Oceania and the western part of North America. It was due to problems with cache servers.
VisualEditor news
The link tool now tells you when you're linking to a disambiguation or redirect page. [39]
You can now change image display (like thumbnail, frame and frameless) with VisualEditor. [40]
Wikitext warnings will now hide when you remove wikitext from paragraphs you are editing. [41]
You will soon be able to create and edit redirect pages with VisualEditor. [42][43][44]
