Hey! It's quite simple: I'm not relying purely on their poorly-written T&C page; I'm using the fact that this was my job. :-) I hope to extract an OTRS permission ticket soon from my colleagues. Will add to the discussion to clarify.
BTW, I'm a bit concerned about your edits to Open Data in the United Kingdom - particularly this, which isn't true (except for a few public bodies which have letters of delegated authority, UK Crown authorities do not have the authority to "opt to publish" under OGL. It was made for them by The National Archives. Also, this mis-understands that Crown Copyright is a statement of regime, not licence; your removal was incorrect. Will take it up there.

MSU Interview

Dear Jdforrester,

My name is Jonathan Obar user:Jaobar, I'm a professor in the College of Communication Arts and Sciences at Michigan State University and a Teaching Fellow with the Wikimedia Foundation's Education Program. This semester I've been running a little experiment at MSU, a class where we teach students about becoming Wikipedia administrators. Not a lot is known about your community, and our students (who are fascinated by wiki-culture by the way!) want to learn how you do what you do, and why you do it. A while back I proposed this idea (the class) to the community HERE, where it was met mainly with positive feedback. Anyhow, I'd like my students to speak with a few administrators to get a sense of admin experiences, training, motivations, likes, dislikes, etc. We were wondering if you'd be interested in speaking with one of our students.


So a few things about the interviews:

  • Interviews will last between 15 and 30 minutes.
  • Interviews can be conducted over skype (preferred), IRC or email. (You choose the form of communication based upon your comfort level, time, etc.)
  • All interviews will be completely anonymous, meaning that you (real name and/or pseudonym) will never be identified in any of our materials, unless you give the interviewer permission to do so.
  • All interviews will be completely voluntary. You are under no obligation to say yes to an interview, and can say no and stop or leave the interview at any time.
  • The entire interview process is being overseen by MSU's institutional review board (ethics review). This means that all questions have been approved by the university and all students have been trained how to conduct interviews ethically and properly.


Bottom line is that we really need your help, and would really appreciate the opportunity to speak with you. OGL images

Hi James,

I've been wanting to let you know about the image deletion discussions regarding the Open Government License, to see if you could help.

First, there are some images largely or entirely uploaded by (suspected) socks of Marquis de la Eirron (talk · contribs). One of these users, Slytherining Around32, got the images through freedom of information requests posted on the site whatdotheyknow.com (and claimed all crown copyright works are under the OGL).

There also might be some images which were speedily deleted or prodded, uploaded by the listed socks of Marquis de la Eirron.

As far as I can tell, most of these don't have a clear statement of permission but would appear clear under the Controller of HMSO's offer. I'd like to know if you think there could be any issues, and if you'd like to go through some of these and get them undeleted yourself—there are a lot of images.

Also, if you know better whether MOD photos fall under the OGL, there are my nominations:

Have replied to the Commons thread on OPL; will follow-up on individual deletions; MOD items except for cases of a few of their agencies (Met Office, Hydrographic Office, etc.) are core Crown Copyright and so OGL. On the point of FOI releases, the claim that all items labelled "Crown Copyright" are under the Open Government Licence is incorrect, though all items that are core Crown Copyright are automatically OGL. On the MoD, still, that doesn't match the National Archives website saying the MoD still has a delegation of authority or the MoD's copyright webpage. Also, what's "core Crown Copyright"? It turns out photos aren't covered under the OPL, but it would still be good if you could have a say on the differences between the OGL and OPL on the village pump.

The TNA's site says MoD has a delegation but I believe this only applies to a very small part of the Ministry's operations, primarily a few of their agencies that act under Trading Fund status.
The definition of "core Crown Copyright" is items under Crown Copyright per CDPA 1988 section 163 under the RPSI Regs 2005. Effectively, for these works the introduction of OGL over-rode the legislation with a more permissive executive decision.
Who has claimed that OPL doesn't cover photographs and other works? I'm quite sure that either (a) they're wrong, or (b) OPL will get ammended to fix that. It's certainly intended to cover all works, not just textual ones.

Thanks for the reply. The delegation of authority for the MoD's Directorate of Intellectual Property Rights is said to apply to "Military insignia, medals, photographs, technical material, illustrations and graphic works, film and video clips, musical recordings", on the National Archives site. (I didn't remember it was specifically for this body, but military insignia and medals are covered here, so I suppose all listed media are then?)
I'll look at the "core" definition, but it might still be good if you could clarify at commons:Commons:Deletion requests/File:General Sir Peter Wall - official MOD portrait.jpg.
Currently Parliament.uk says so. "The Open Parliament Licence does not cover: the Crowned Portcullis, images featured on Art in Parliament, Parliamentary Archives, parliamentary photographic images, live and archive video or audio broadcasts"[1]. —innotata 20:13, 23 July 2012 (UTC)

As for the definition of core Crown copyright, the links you provided don't help me, with the limited background I have. What you seem to say is that all Crown copyright works (but not works owned by the Crown) are 'core'. The term "core Crown copyright" doesn't seem to appear on the licensing framework site of the National Archives.

I've not said it to clearly, but a few users at Commons are not grasping the offer of the Controller of HMSO, and the images that do appear to be clear are being deleted despite my arguing (and even the photo of Eric Pickles, which you commented on). They want clear statements of permission attached to the images at their source. It'd be good if you could help (and I'm not getting MoD images undeleted myself unless it's clearer).

More generally, I think people who would reuse Crown works (or something similar) won't be aware of the OGL (or such) with the level of documentation there is online, each department still claiming to set terms of use on websites. Enhance FAO presence in Wikipedia

Hello Jdforrester, I would kindly need your help or advice. I have contacted some veteran Wikipedian editors (Epipelagic and Gadfium) that have told me to contact you. I have seen in the UN Portal that you were one of the ones who contributed to build it. I've been given the mandate to see if it would be possible to build a Portal for FAO (Food and Agriculture Organization of the United Nations) to enhance its presence in Wikipedia. Would you have some advice on how to proceed? I have read all the instructions, but having someone who has already contribute to do something similar it will help a lot. Permission for OGL works

Can you please clarify that the offer of the Controller of HMSO [2] releases all crown-owned works that don't fall under exemptions under the OGL as you've state before, at commons:Commons:Deletion requests/File:Vernon Coaker.jpg? This is one of several deletion requests (including commons:Commons:Deletion requests/File:Hilary Benn.jpg, of a file you uploaded; I can mention your message on the others) where One Night in Hackney (talk · contribs) has said:

HMSO say the OGL applies to "information where the relevant rights owner, or Information Provider which has authority to license the Information for use, make it expressly available for use under the terms of the OGL". So unless you have evidence this image has been expressly made available under the OGL, it isn't OGL according to HMSO.

UK government logos

Hello, I noticed that you keep replacing UK government logos with screenshots taken from www.gov.uk. I am not aware of any rebranding process being undertaken by UK government offices. To the contrary: the documents that I checked confirm that the logos remain the same. Also, logos (even those taken from gov.uk) are not published under an open licence, a fact that is expressly stated on gov.uk. Would you be able to clarify? Hello! I'm confused. What replacements? I don't believe I've made any.
If you're talking about my uploading of a couple of images from DFID (this one and that one), I've not replaced the old logos on-wiki, and they're not screenshots but the official logos as released.
In fact there is a government-wide rebranding to use these licences going on, but per the requirements of the Efficiency and Reform Group's moratoria on communications spending that isn't vital, this is only being done ad hoc when signs need to be replaced or form letters changed.
Finally, the comments on the gov.uk website about licences are to avoid them inadvertantly releasing the logos under a freer licence than they are required to, they're not a government-wide statement of policy intent. Good morning Jdforrester, this is in regards to your { post-nominals } template your using. It is a very good idea and looks great (much tidier) in the script however I have noticed it does not work with the Order of the Bath's post nominals e.g: GCB which does contradine WP:POSTNOM.
