I was reading those press releases also and could not make up my mind whether they meant they had made preparations to vent gases, or they had made preparations and then done it? As far as I understand watching at this source : [1] (as translated by some editor on the TAlk Page, I don't speak Japanese), the capacity of pool 4 is 1590, and the pool presently contains 1331 rods of used fuel, and 204 of fresh fuel, which is a bit more than the 1500 that I had copied from this source : [2] where it is given with a footnote stating "We have revaluated upwards the number of rods in this pool following a communication from IAIA". So as you can see, I am far from sure for my data but thought it was better to check whether you are for your "1150" since nothing approaching is to be found on either of these documents.
