Looking at these edits, advertising for another site like that does not appear to be appropriate (see WP:CANVAS or WP:SPAM); however, I'm not sure that this was discussed with you, before you were blocked. As far as the prior block, you still seem to be issuing vandalism warnings that don't necessarily reflect policy or common practice -- I know this has been said before, but you may want to use the warnings listed at WP:WARN.
