When I updated (twice), I thought that all the votes had been counted, but it appears that they weren't. Now however, it appears that the CEC site contradicts itself, and lists the voting percentage as 66.6%, while having counted votes that represent over 66.7% of the voters. This might be possible because the soldiers' votes were not included in the 66.6% figure. I'll keep looking until I verify that the tally is final.
