The IP address range that I was in when I tried to write just now is a range dedicated to a NordVPN proxy. In my opinion blocks of IP address ranges that are utilized by VPNs should not be blocked. Then that's what you need to do. Note from WP:PROXY: Open or anonymizing proxies, including Tor, may be blocked from editing for any period at any time. While this may affect legitimate users, they are not the intended targets and may freely use proxies until those are blocked (emphasis added).
