East Riding of YorkshireHi, just noticed your interest in the East Riding of Yorkshire details for the German wiki. Just to let you know that I am currently working on structuring and categorising the images on Commons for the area. To answer your question to me, User:Sethant created most of the dot maps in one big run in the mid-2000s (with the help of some other editors - I wasn't an editor at the time, so I don't really know the details too well). You might want to try asking him, though he isn't too active these days; some of the other users who helped with his project might be able to help out. As for Palm Beach County, if you see any places that aren't CDPs anymore, you can move them to the "Unincorporated communities" section.
