It served as a link to Western Maryland from Owings Mills, where the Northern Central Railway terminated. If we consider Baltimore County part of the Baltimore Task Force, then perhaps Western Maryland Railroad should be included. Otherwise, maybe it shouldn't. Of course, Northern Central, which did indeed enter the city, should be included among the subjects supported by the Baltimore Task Force. So I've added it.
