I don't understand why you think the fly on Roxy's page (and on a number of other user talkpages; pinging JBW as an example) violates WP:SMI. I know you're an accomplished programmer, but this is surely more a common-sense issue. It seems to me that it's not Roxy who needs to explain why his fly doesn't do any harm, but rather you who need to explain why it does. Also, please keep in mind that traditionally, Wikipedia offers wide latitude to users to manage their user space as they see fit. (Roxy and JBW both stole the fly from my page, btw, though I eventually tired of it and removed it.) Bishonen | tålk 13:54, 8 November 2022 (UTC).
