I'm away from home this week, and not able to address the situation quickly. Given the image description, it is possible that the image's uploader was given the rights to the image by the subject, rights which the uploader then released into the public domain. I agree that it seems more likely that the uploader was merely given a photo, and that the uploader misunderstands the principles of copyright law. I saw your note on the Forts in Sri Lanka talk page and am of the view that the replacement of the current information with a table means that all the brief descriptions of the individual forts will be lost. I'm also not a fan of all the columns in the table as it contains non-relevant information. I appreciate the work you've done to date and generally have only limited my changes to either correcting the grammar or adding extra information & references. National SymbolsI would suggest that we use National symbols of the Philippines as a template for what is missing in the article, particularly legislatively how a symbol is formally enacted - that then leads to what is official and what is unoffical. Re: Merger of ArticlesNon-admins users can be bold and merge if its obvious the articles should be merged. "Editors should use their discretion to decide whether or not a discussion should occur before spending the time to merge articles." "If the need for a merge is obvious, individual editors can be bold and simply do it." That page isn't even policy, it's consensus, so no there isn't red tape if its obvious they should be merged.
