I would also like to change the color of Mexico to dark red, grouping it with Central and South America. I have changed it before, but you reverted my changes, insisting that Mexico is in North America. Yes, it is geographically in North America, and the DV instructions actually list it under both regions. However, the DV legislation clearly groups Mexico with Central and South America and the Caribbean, not in North America:

However, INA 203(c) clearly states Mexico is not in North America. I assume direct meaning of the law has preference.
