Your IP address, 2001:2003:54FA:2751:0:0:0:1, is part of a pool of dynamically allocated addresses and is registered to Telia Finland Oyj. It may be shared by multiple users, so you might receive messages on this page that were not intended for you.
Applying an indefinite block to this IP is not appropriate, unless it is a soft block, because the IP address will later be reallocated to a different, unrelated, and unsuspecting user, thereby impairing access to Wikipedia in an inappropriate fashion. Caution should be used when blocking this IP or reverting its contributions without checking.
The best approach is to determine the CIDR IP numerical address range and make a higher-level decision to soft-block the entire range. http://www.arin.net/ (for approximately North America) and related sites can help to identify that range. Caution is advised when applying a range block as other Wikipedians, both registered and otherwise, may be affected.
In the event of vandalism from this IP address, abuse reports can be sent to its network administrator for investigation.
Review contributions carefully if blocking this IP address or reverting its contributions. If a block is needed, administrators should consider a soft block using Template:Anonblock.
Network administrators, to monitor this IP address for vandalism, can subscribe to a web feed of this page in either RSS or Atom format.
Committed identity: 4a0860fac6be168a66824cc00ad0e9d8221dd8c051d596dd4ea46b99dbf5b91f is a SHA-256commitment to this user's real-life identity.
Just a quick note. If a user creates a userpage for a current/upcoming course for Wikipedia:Education program, that userpage does not fall under WP:NOTWEBHOST, because those accounts should become active in the near future. Editing Wikipedia is already daunting, there's no need to scare new editors with speedy deletion notices when it's not warranted. Note: This was copied over from my own Talk page as this was the IP that asked for Slzeng's user page to be speedy'd per U5. Please check carefully the user page before requesting these kinds of things. jd22292(Jalen D. Folf) (talk) 22:37, 5 September 2017 (UTC)[reply]
I was later aware Slzeng had signed up for the course, but not aware about the two policies you've linked and also not aware the course was recent. Thanks for the information.
