I think it makes sense to follow the article which is linked in the header of the template. See the Wikipedia article about North America — it lists the various countries of Central America as being within North America. The Encyclopedia Britannica (https://www.britannica.com/place/Central-America) says "Central America, southernmost region of North America, lying between Mexico and South America and comprising Panama, Costa Rica, Nicaragua, Honduras, El Salvador, Guatemala, and Belize."
