Stop vs Station

I wanted to upgrade the Union Station, 5th St., and 8th St. stops based on popularity, as shown at One Year Service. Is that appropriate, or is it best to do that based only on station facilities? Zr2d2 (talk) 14:24, 28 February 2017 (UTC)[reply]
