In the early 1990s a developer attempted to purchase the city for a shopping mall. The Washington County Housing and Redevelopment Authority purchased the land and sold it to the city in 1997.[6] Since then the city has rented mobile home lots to residents. All homes in the city are owner occupied. Rental of mobile homes is prohibited.[8]
